The plan sets out a comprehensive strategy to prevent, manage and reduce litter across the county. Protecting Clare's environment is vital for it's communities, economy and tourism, and this plan builds on the achievements of the previous plan while addressing ongoing and emerging challenges.
Key challenges
Littering by motorists and pedestrians , including single use packaging.
Illegal dumping of household, electrical and construction waste.
Dog fouling on streets, walkways, and public amenities.
Unauthorised signage, abandoned vehicles and poor waste practices.
Previous plan achievements
Delivery of the award winning Greener Clare sustainability programme, raising awareness and empowering communities.
Anti-dumping, anti-graffiti, dog fouling and cigarette litter campaigns.
Greening of festivals and events to reduce single use plastics.
Strong collaboration with schools through Green Schools and Picker Pals initiatives.
Over €18 million invested in street cleaning, awareness and enforcement (2021-2025)
Objectives 2026
The plan focuses on two core measures:
Prevention, education and awareness - Expanding community partnerships, school and business engagement, anti-litter campaigns, signage and waste prevention initiatives under the Greener Clare sustainability brand.
Enforcement - Strengthening patrols, targeting litter blackspots and dog fouling, issuing fines and prosecutions, and responding quickly to complaints.
Commitment
Clare County Council is committed to working with communities, residents, businesses, voluntary groups, and state agencies to achieve a litter free Clare. Success depends on shared responsibility and collective action.
This plan recognises that litter is not only unsightly but unacceptable, and sets out practical, measurable steps to ensure Clare's environment is protected for current and future generations.
