What is the Draft Shannon Town Centre Masterplan about?

    The purpose of the Masterplan is to define the focus for economic, spatial and property development for Shannon Town Centre thus guiding the development of Shannon Town into the future and to influence and deliver on real change for Shannon Town in order to make Shannon a more attractive destination in which to live, work and do business.

    Who are the consultants appointed by Clare County Council to undertake the Shannon Masterplan project?

    Clare County Council has appointed the following consultants:
    • Building Design Partnership Ltd (BDP) have been appointed to prepare the Spatial Masterplan.
    • MacCabe Durney Barnes (MDB) in conjunction with CBRE have been appointed to undertake the Economic Viability Consultancy Services.

    Is the Shannon Town Centre Masterplan a statutory plan?

    The Shannon Town Center Masterplan is non-statutory plan. While not a statutory plan, the Shannon Town Centre Masterplan is a strategic framework plan that requires the approval and endorsement of the Elected Members of Shannon, before it is put in place.

    Has the Draft Shannon Town Centre Master Plan been assessed from an Environmental perspective?

    Yes, the Draft Shannon Town Centre Masterplan has been assessed from both a strategic environmental perspective through the preparation of an SEA Screening Report and also from a Habitats Directive perspective through the preparation of a Screening for Appropriate Assessment.

    This is a non-statutory plan, so why have a public consultation exercise?

    The purpose of this non-statutory public consultation exercise is to ensure the Shannon Town Centre Masterplan is as good as it can possibly be. Clare County Council will seek to establish the validity of the concerns raised by the community and stakeholders, the potential consequences for the project, and how best to address the issue and /or mitigate the negative impact(s).

    What are the stages that will lead to the Plan’s finalisation?

    Community and stakeholder input is paramount for the Plan’s success. Now that a draft is complete, it will be put out on public display for the public to engage with and give their feedback. The public will then have an opportunity to provide feedback on the Draft Plan.
    Once the public consultation process has concluded, the Draft Plan will then be revised and amended, taking on board the input from the community and stakeholder engagement. The final plan will then be presented to the Elected Members of the Shannon Municipal District for approval, before the plan is published.

    Can I access the planning office to view the Draft Plan?

    Clare County Council is continuing to provide services in line with the current Covid-19 Government restrictions to keep us all safe. In this regard, Council staff are minimising contact in the way they are working.

    How can interested parties participate in the process?

    Clare County Council is striving for maximum community involvement and there are a number of ways to do so.
    You can view the Draft Plan and accompanying Environmental Reports using Clare County Council’s “Have Your Say” consultation portal at https://yoursay.clarecoco.ie/draft-shannon-town-centre-master-plan where there is a webpage dedicated to the new Shannon Town Centre Masterplan. Here you will be able to find relevant information on the Draft Plan and where you can provide feedback on the Draft Plan proposals whilst also submitting your submissions or observations.

    What follow up will there be if I make a submission?

    Firstly your submission will be acknowledged and then it will be forwarded to the design team consultants working on this project for appraisal.

    It is anticipated that the Shannon Town Centre Masterplan will be finalised and published by October 2021.
