Introduction

Clare County Council in collaboration with Failte Ireland propose to construct two Water Amenity Buildings : one located at Twomilegate, Ogonnelloe/Killaloe and another at Kilkee, Co Clare.

This information sharing document aims to communicate with all stakeholders and people with interest in the proposed Development of Water Providers Buildings in Kilkee, Co Clare and Twomilegate, Ogonnelloe/Killaloe, Co Clare.

This document will take you through the background policy of Fáilte Ireland, the proposed design and location and relevant timelines.

Fáilte Ireland's platforms for growth 2 - facility centres for water sports activities investment scheme

‘Platforms for Growth’ is Fáilte Ireland’s four year capital investment programme. It specifically targets product themes and types known as ‘platforms’, which have the greatest potential to grow tourism in Ireland and support Fáilte Ireland’s strategic imperative of Building Brilliant Visitor Experiences.

Platforms for Growth is part of the Grants Scheme for Large Tourism Projects 2016 – 2021. The first of these launched was Platform 1 was ‘Immersive Heritage and Cultural Attractions’.

The second Platform for Growth ‘Facility Centres for Watersports’ Activities, launched in January 2020, focused on developing water sports activity facilities across the country. These facilities will provide a hub in each locality from which multiple water sport operators can base themselves. These best-in-class facilities will include; changing facilities, showers, toilets, secure storage and enclosed spaces for inductions to take place.

The significant increase in people enjoying outdoor water-based activities such as kayaking, surfing, paddle-boarding and open water swimming is expected to continue to grow year on year, and not just during the summer months. This means all-weather changing facilities, secure storage and bathrooms at beaches and inland water spots will be in huge demand.

To meet this demand the Government, Fáilte Ireland and each Local Authority announced a major new investment worth €19million across the country. The funding will be used to build world-class facility centres at 22 locations across the country where water-based activities are a key visitor attraction.

The two locations chosen in County Clare are Ballycuggeran/TwoMileGate near Killaloe and Kilkee, Co Clare.

Clare County Council's role

Throughout the country, Local Authorities and Failte Ireland are collaborating to design, deliver and maintain these new facilities. Working closely with Failte Ireland, Clare County Council will manage the design aspect as well as submitting a Planning Permission to An Bord Pleanala for adjudication. Should Permission be realised for this project, Clare County Council will manage the development of the project and manage the facility going forward in terms of cleanliness, maintenance as well as the promotion of the building to tourists and Local Community groups/ Schools etc. Clare County Council have been provided with an exemplar design for the building itself.

Building Design and Planning Consent Process

Fáilte Ireland engaged MCA architects to produce an exemplar design for the Water Providers Building that could be reproduced across the Country. Therefore, the proposed buildings at Ballycuggeran and at Kilkee will replicate the other 20 Fáilte Ireland funded buildings throughout Ireland.

Each centre will provide :

  • hot showers,
  • changing and toilet facilities including accessible washroom
  • secure storage,
  • induction spaces,
  • equipment washdown
  • orientation points.

Drawings of the buildings including layout and elevations are also available on this page.

The building will be fully wheelchair accessible and built using sustainability best practices such as solar heating panels to meet ‘Nearly Zero Energy Building Standards’.

This investment scheme, developed in partnership between Fáilte Ireland and Local Authorities, will support the local economy and the outdoor activity sector by significantly enhancing the overall visitor experience, providing new business opportunities in local communities and allowing for the extension of the tourism season beyond the traditional summer months.

Fáilte Ireland & Clare County Council welcomes community/ voluntary use of the facilities and steps will be taken to ensure a sense of ownership of these facilities among the local community. Community groups/ associations/ clubs / operators may not be assigned exclusive use of the facilities to the detriment of public access.

Planning consent

An application to An Bord Pleanála will be made by Clare County Council under Section 177AE of the Planning and Development Act 2000, as amended. In this instance, Fáilte Ireland has screened the proposed 22 development sites countrywide and determined that arising from obligations regarding the Habitiats Directive, each County Council will seek approval for the development via Section 177 AE of the Planning and Development Act.

Environmental factors have been considered from the outset of the site-selection process at each of the 22 locations to be developed under this scheme. Some sites are located within or near to environmentally-protected areas & therefore relevant environmental assessments have been carried out at individual locations in accordance and compliance with relevant environmental legislation and regulation. These assessments will form part of the planning consent process.

A Natura Impact Statement (NIS) has been prepared in respect of the proposed developments.

Timelines :

Clare County Council are seeking to submit this Planning Permission in late January, 2022.

This process of information sharing with the public prior to the lodgement of this Planning Permission will help to inform the public regarding the proposal and also assist them in engaging with the An Bord Pleanála planning process.

An Bord Pleanála may

  • approve with or without modifications;
  • approve in part only with or without modifications; and
  • refuse to approve.

On receipt of An Bord Pleanála’s decision, the local authority is required to make a copy of the decision and the Natura Impact Statement available for public inspection and/or purchase. The Natura Impact Statement, including the plans and particulars for the proposed development, will be placed on public display during the Planning Process.

In addition, an electronic copy of the Natura Impact Statement and the plans and particulars of the proposed development will also available for free download via Clare County Councils website during the Planning Process.

Submissions or observations with respect to the proposed development may be made to An Bord Pleanála in relation to:

1. the implications of the proposed development for proper planning and sustainable development in the area concerned;

2. the likely effects on the environment of the proposed development; and,

3. the likely significant effects of the proposed development on a European Site.
