Local Sport and Physical Activity Plan for Clare
Clare County Council, in partnership with Clare Sports Partnership, has developed a Draft Local Sports and Physical Activity Plan. Chosen by Sport Ireland as one of four pilot counties, Clare has been developing a template of good practice for local sports plans that will be replicated across the country. This initiative highlights Clare’s dedication to fostering a healthy, active community for all its residents.
The Plan is built around three key themes:
- Active People and Communities
- Active Spaces and Places
- Active Leadership and Partnerships
These themes focus on increasing participation, enhancing sports infrastructure, and building strong leadership to support sports development across the county.
All sporting bodies and individuals across the county are invited to provide feedback to Clare County Council.
The Plan aims to create a sustainable and inclusive sporting environment by utilising the county's infrastructure, promoting leadership in sport, and building partnerships that will make Clare a national role model for the positive development of Sports and Physical Activity. By working together with local clubs, communities, and stakeholders, Clare County Council and Clare Sports Partnership are committed to delivering a plan that truly reflects the needs of the people of Clare.

Definition of Sport for the purpose of this Plan is as follows:
“all forms of physical activity which, through casual or organised participation aimed at expressing or improving physical fitness and mental wellbeing, forming social relationships or obtaining results in competition at all levels”.
It includes both recreational sport and competitive sport:
- Recreational sport - all forms of physical activity which, through casual or regular participation aim at expressing or improving physical fitness and mental wellbeing and/or forming social relationships.
(Examples in County Clare could include community walking groups, going to the gym, or social running clubs that focus on enjoyment and wellbeing rather than competition.) - Competitive sport - all forms of physical activity which, through organised participation, aim at improving physical fitness and/or obtaining improved results in competition at all levels.
(In Clare, this might include GAA matches, local soccer leagues, or swimming competitions where athletes aim to improve their performance and compete for titles or rankings.)

- Public libraries in Ennis, Shannon, Kilrush, Ennistymon and Killaloe
- Active Ennis Leisure Complex, Highfield Road, Ennis
Clare County Council hereby invites any interested parties to make submissions or observations with regard to the Draft Local Sport and Physical Activity Plan. Submissions/observations may be made during the period from November 1st 2024 to 30th November 2024 inclusive.
Submissions received will be taken into consideration before the re-drafting of the Local Sport and Physical Activity Plan.
In respect of making a submission or observation please note the following:
- Please make your submission by one medium only, i.e. via on-line form, email or by post.
- Submissions / observations should include your name and, where relevant, details of any organisation, community group or company etc., which you represent. Clare County Council are subject to the provisions of the Data Protection Act (as amended) and General Data Protection Regulation (GDPR). In order to assist us in complying with Data Protection and GDPR please include your name and where relevant, details of any organisation, community group or company etc., which you represent, on a seperate sheet to the content of your submission / observation. This processing of your personal data is lawful under Article 6 (1)(e) of the GDPR regulations. The Council's Data Protection Policy is available on the Council website aswell as a Data Privacy Notice for the Draft Local Sport and Physical Activity Plan.
- Children, or groups or associations representing the interests of children, are particularly encouraged to make submissions or observations regarding the foregoing.
- Please ensure that no vexatious, libellous or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included. Clare County Council reserves the right to redact any submission or part thereof that does not comply with this requirement.
