Clare County Council has lodged a Part VIII application for the Redevelopment and Change of uses of the former Mars Cinema & Dance Hall and adjacent House Frances Street Kilrush.

Location

The Mars Cinema V15WK18, and adjacent house V15H397, Frances Street, Kilrush, Co. Clare.

Nature and extent of proposed development

In accordance with Part XI, Section 179 of the Planning and Development Act (as Amended) and Part VIII, Articles 80 & 81 of the Planning and Development Regulations 2001 (as Amended), notice is hereby given that Clare County Council proposes to carry out the following development:

For the redevelopment and change uses of a former the Mars Cinema and Dance Hall and adjacent House. The proposed development will include:

  1. Change of use of an existing residential terraced house to commercial and multi-use amenity,
  2. Enhance and change the entire site to a multi-use facility that will include community, amenity, sports, educational, commercial offices, heritage and exhibition uses,
  3. Erect a canopy to the existing Art Deco entrance along with building signage.
  4. Make elevational changes to a) Frances Street that includes the introduction of a Bow-way and b) to the existing building,
  5. Demolish a mid-section to the existing buildings and construct a two-storey infill extension,
  6. Complete Public realm enhancement works to the road and footpath to Frances Street
  7. All ancillary proposed site and building works

This development is located within Kilrush’s Architectural Conservation Area.

In accordance with the Habitats Directive, Appropriate Assessment Screening has been carried out on the project, and the screening report accompanies the application.

In accordance with Articles 81 and 120 of the Planning & Development Regulations 2001, as amended, Clare County Council has concluded from an EIA screening determination that no significant effects on the environment are likely as a result of the proposed development and that an Environmental Impact Assessment is not required. Any person may, within 4 weeks from the date of this notice, apply to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.

Plans and particulars of the above development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy, during normal working days from 9.00am to 4.00pm for a period not less than four weeks beginning on the date of publication of this notice at the following locations:
