Your Opportunity to Make a Submission/Observation

Town Centre First introduces a new way of planning for our towns—placing local communities, businesses, and stakeholders at the heart of re-imagining and shaping their future. The goal is to create town centres that are vibrant, viable, and attractive places to live, work, and visit.

The Kilrush Town Team, supported by Clare County Council’s Town Centre First Department, West Clare elected members, and Council staff, has prepared a Draft Town Centre First Plan. This plan sets out a shared vision, objectives, and actions to guide the future development of Kilrush.

This is a ten-year plan comprising a series of interconnected projects—large and small—allowing different groups and organisations to align with the plan and enabling larger projects to be scheduled and funded over time.

The success of this plan depends on the continued involvement of local communities, businesses, and stakeholders. Kilrush Town Team remains highly engaged and will play a central role in delivering the plan, but they need and welcome the help of the wider Kilrush community.

Public Consultation

Following extensive engagement with the local community and business stakeholders over the past year, Kilrush Town Team and Clare County Council now invite your submissions/observations on the proposed objectives, ideas, and actions before the plan is finalised.

The Draft Kilrush Town Centre First Plan will be available for viewing from 26th November to 18th December 2025 (inclusive) under the Documents panel. Hard copies can be inspected during normal working hours at:

• West Clare Municipal District Office, Town Hall, Kilrush, Co. Clare, V15 XK70
• Kilrush Library, O’Gorman Street, Kilrush

Kilrush Town Team will have hard copies available for viewing during the late-night Kilrush Shopping evenings on 4th and 11th December until 8:00 pm.

How to Make a Submission/Observation

Comments, submissions or observations on the draft Plan, including the Screening Reports for Strategic Environmental Assessment and Appropriate Assessment, can be made up to the 18th December 2025 at 16:00hrs:

  • Session 2: 5:30–6:30 pm

The Screening Reports for Strategic Environmental Assessment and Appropriate Assessment are currently under preparation and will be available soon under the Documents panel.

All submissions/observations should include your name, address, and (where relevant) details of any organisation, community group, or company you represent.

Please note: As this is a public consultation process, submissions may be made available for public viewing. Personal details such as address, email, and phone number should be provided on a separate sheet for offline submissions. These details will be redacted on Clare County Council’s Your Say online platform.
