Scheme Overview

Clare County Council, with the support of the Department of Tourism, Culture, Arts, Gaeltacht Media and Sport are seeking proposals for the fourth phase of the Live Local Performance Scheme.

Clare County Council will provide support for people in the live performance industry to facilitate programming of live performances animating local communities, subject to public health considerations. Performances can be recorded or streamed only if health restrictions prevent live events or if specific permission is granted by Clare County Council.

All genres of performance (Music, Dance, Spectacle, Circus, Street Arts etc) are encouraged to apply to this scheme. Small scale solo performances and unplugged presentations through to amplified concerts will be considered. We welcome joint applications from producers and performing artists. Family or all-ages performance events are particularly welcome. The proposal may be for multiple or single events. All events must be either free of charge or have a nominal charge.

Clare County Council aims to have a balance of proposals throughout each Local Electoral Area.

Clare County Council encourages the presentation of range of performance types and multiple genres with due regard to gender equality and diversity.

All performances will be marketed under the banner of the Clare Live Performance Scheme.

Phase IV of the scheme will have two distinct strands

a) Direct Support: Open to all interested parties including Performing Artists (ensembles/bands or individuals), Promoters, Producers, Venues etc, who wish to receive support for performance events in County Clare from August 19th - October 30th, 2022. Commercial venues / hotels / pubs are not eligible to apply but can apply through the August 19th - October 30th, 2022. Commercial venues / hotels / pubs are not eligible to apply but can apply for support through the Night Time Economy Support Scheme. Applicants in receipt of funding under the Night Time Economy Support Scheme will not be considered through this call out.

b) Curated programme: We are exploring the establishment of CAPS (Clare Arts Presents) a curated programme and invite applicants with cultural event management experience to present a (multidisciplinary) live performance programme in each of East Clare, West Clare, North Clare, Shannon and Ennis. Suggestions can be made for all areas or for specific areas and should outline the project rationale.

Who is eligible?

All genres of performance (Music, Dance, Spectacle, Circus, Street Arts etc) where professional artists are engaged will be considered

Previous applicants are welcome to apply but priority will be given to

a) locations who have yet to avail of the scheme

b) family friendly events

c) performers from Clare who have yet to avail of the scheme

What items are considered eligible for the scheme?

Clare County Council will use the funding to assist with the following costs only

Artists / Performers Fees and reasonable refrshment, travel and accommodation costs.

Technical Crew Wages

Production Technical Costs to include Set Build & Rehearsals

Creative Team Fees

Video Streaming Costs - if specifically permitted by Clare County Council

Venue Costs

In kind support or income generated through ticket sales must be offset against these costs

Amount of Grant Available

There is no limit on the amount you can apply for but your proposal should be

• adequately costed as per the eligible expenditure items for the scheme (outlined above). Please note that artists should be adequately compensated for planning and delivery time.
• include an allocation for contingencies and
• show value for money

Events should be free of charge or carry a nominal charge. Any box ofice income will be offset against costs incurred.

It is anticipated, on the basis of previousl call outs, that the Council may receive more applications than it can fund. This means that we may have to prioritise and assess the applications according to the detail in the applications submitted with due consideration being given to the geographic spread of the applications. Value for money will be a key element in this regard.

The Council reserves the right to offer less than the amount requested and / or to stipulate what may / may not be funded through the scheme. All decisions are final and Clare County Council will not enter into any communication regarding decisions.

Personal information collected by Clare County Council is done so for us to process your application. Legally we can process this information as it is necessary for us to comply with our statutory / legal obligations. The protection of your personal data is a key priority for the Council and your data will be processed in line with our privacy policy which is on the right hand side of the screen.

Conditions of Grant Aid

Each successful applicant will be required to enter into a Memorandum of Understanding (with Clare County Council) outlining

• The project proposal
• Location
• Undertaking to follow all local authority guidance in relation to the event
• Undertake a risk assessment
• Undertaking to produce a Health and Safety Statement
• Agreement to participate in / be recorded on the understanding that Clare County Council has the right to use this footage and to share it with Department of Tourism, Culture, Arts, Gaeltacht Media and Sport or any other bodies deemed appropriate by Clare County Council.
• Undertaking to provide payment details, including tax details, to Clare County Council. Payments in excess of €10,000 will require a current tax clearance certificate. Payments will be made to the applicant only and will be paid on the basis of 50% on commissioning and 50% on completion
• Provide a feedback report (to be supplied by Clare County Council) prior to final payment being made
• All proposals should be compliant with Public regulations i.e. Planning Law, Fire Safety Requirements, Health & Safety Requirements etc.
• All proposals must have evidence of adequate and comprehensive Public Liability insurance and should carry an indemnity to Clare County Council of €6.5m. Artists should carry their own public liability insurance. The extension of a community group's insurance to cover the artist is also acceptable.
• If applicants / groups do not have this level of insurance they must submit a statement confirming that should they be awarded the contract, they are willing and able to raise insurance cover to these levels (in cases where the existing cover levels are lower) and that you will maintain these levels for the duration of the contract.
• Clare County Council accepts no responsibility and concedes no liability in respect of any accident, injury, or damage to property or person however arising regarding any incident, occurrence or claim which may take place.
• The funding support from Clare County Council and Department of Tourism, Culture, Arts, Gaeltacht Media and Sport must be acknowledged in any publicity material produced regarding the Project, including the use of the Clare County Council and Department logos.Social media tags and handles will be provided to the successful applicants for use.

Applications

Applications will be assessed on the following basis:

1. Quality of the proposal which should clearly outline the proposed performers. In the case of the curated programme, the qualilty of the event team will also be considered. (30 marks)
2. Potential impact of the event(s) in terms of location and audience numbers (30 marks)
3. Budget (40)*

*As budgets for events will vary due to the nature of performances comparisons will be made on the basis of artists’ fees, no. of days of work being provided etc.

Freedom of Information

Applicants should be aware that, under the Freedom of Information Act 2014, information provided by them in this Application may be liable to be disclosed. Applicants are asked to consider if any of the information provided by them in their Application should not be disclosed because of its confidentiality or commercial sensitivity. If Applicants consider that certain information is not to be disclosed because of its confidentiality or commercial sensitivity, Applicants must, when providing such information, clearly identify such information and specify the reasons for its confidentiality or commercial sensitivity. If Applicants do not identify information as confidential or commercial sensitive, it is liable to be released in response to a Freedom of Information request without further notice or consultation with the Applicant. Clare County Council will, where possible, consult with the Applicant about confidential or commercial sensitive information so identified before deciding on a request received under Freedom of Information.
