A Masterplan is being prepared for Shannon Town Centre which will set out a clear and shared vision for its development over the next 15 years. The purpose of the Masterplan is to guide the development of Shannon Town Centre into the future and to influence and deliver on real change for Shannon Town Centre in order to make Shannon Town a more attractive destination in which to live, work and do business.

The objective of this plan is to define a vision for the town centre. It is looking at the existing layout, the opportunities for business and jobs, and the opportunities for building in the town centre so that the focus for economic and property development can be redefined and the town center expanded. The Masterplan will also look at growth potential, use of derelict and vacant sites within the town centre, development potential of key sites at the entrance points from the road network and will seek to create a vibrant town centre for people to meet, recreate and connect with their area. It is intended that the Masterplan will enable the delivery of a high-quality town environment through sustainable economic growth catering for an expansion of services, retail and residential demand to meet the growth that the 'Limerick-Shannon Metropolitan Area Strategic Plan' and the 'National Planning Framework' have identified for Shannon. In summary, it is intended that the plan will unlock the development potential and guide and stimulate the future economic and land use development of all lands within Shannon Town Centre.

Following approval from the Department of Housing, Local Government and Heritage under the Urban Regeneration Development Fund which is covered under the Project Ireland 2040 strategy, an integrated Design Team consisting of urban designers, architects, traffic consultants, spatial planners and economic consultants were appointed by Clare County Council to prepare a Spatial Masterplan for Shannon Town Centre comprising of a 30 ha area.

Two companies were appointed to carry out this work. BDP (Building Design Partnership Ltd) who are the design team undertaking the creation of the spatial Masterplan whilst MDB (MacCabe Durney Barnes) were appointed to carry out the economic viability appraisal of the plan area.

One Shannon Hub

As part of this Masterplan, Clare County Council is asking you what sort of place you think Shannon Town Centre could be, and to identify the issues and opportunities that matter to you. In addition, Clare County Council seeks to rejuvenate the town centre by constructing a new civic building “One Shannon Hub”. It is envisaged that this new building will serve the community through the provision of a civic space.

Online Survey

As part of our public consultation process, we are conducting an online survey for the purposes of gathering valuable information and feedback from you the public. We would love to hear from you and invite you to participate in our survey (see details below).

Submissions and Observations

If you have any thoughts, ideas or opinions on any aspect of the proposed vision for Shannon Town Centre, we would like to hear from you. Any individual or interested parties can make a submission or observation on the Draft Plan either through this online platform, or in writing to Clare County Council at the following address:

Submissions or observations can be made during the public consultation period which will run from Friday 16th July 2021 until 5:00 p.m, Friday 3rd September 2021.
